Position Title: Branch Chief

Job Description:

The North Branch Chief supervises approximately nine plan review engineers whose responsibilities include the review and approval of site development plans and supervises a Supervising Engineering Inspector, whose responsibilities include managing an inspections team who verify site construction compliance with applicable codes and ordinances.

Responsibilities:

  • Supervise plan reviewers responsible for the approval or disapproval of record plats, grading plans, public improvement plans, subdivision plans, site plans, Chesapeake Bay Ordinance exceptions and exemptions, waivers, modifications and other related submissions.
  • Promote agency goals of speed, consistency and predictability while fostering a culture of respect, open communication, innovation, and continuous improvement. Facilitates a collaborative work environment and project management approach to plan review.
  • Initiate and manage staff recruitments, staff recognition and rewards, promotions, and disciplinary actions when necessary.
  • Use management tools including metrics to track staff productivity, performance evaluations, staff meetings, training and mentoring to develop employee’s skills, knowledge, and experience.
  • Serve as a liaison to the Board of Supervisors offices and to other county departments and outside agencies. Maintain regular communication and coordination with property owners, developers, submitting engineers, outside agencies, county staff and officials.
  • Assist in the resolution of technical issues concerning complaints and code interpretations; ensures Notices of Violation are properly issued.
  • May lead or participate on various county and stakeholder committees to facilitate process improvements, develop new policies and procedures and recommend revisions to codes, ordinances and design standards..

Requirements:

  • Demonstrated effective team leadership and ability to manage both office and field personnel.
  • Clear and concise oral and written communication skills and ability to work collaboratively with LDS staff, other regulatory agency staff, elected officials, stakeholders and applicants.
  • Two years of supervisory experience.
  • Strong knowledge of land development processes, regulations and construction techniques used in site development particularly in Northern Virginia.
  • Demonstrated ability to manage complex projects and make decisions.
  • Driver’s License -Required
  • Professional Engineer – PE (VA) (Required)
  • DEQ – DUAL Combined Administrator certification – completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class
  • Ability to operate key-board driven equipment.
  • Sufficient mobility to perform site visits.
  • Ability to drive a car.

  • Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor’s degree in the appropriate engineering or architecture field; PLUS
    Five years of progressively responsible professional experience in the appropriate engineering or architectural field.
