Job Description:

The Engineering, Traffic and Survey (ETS) Division in the Department of Land Use and Transportation is seeking a talented individual to join the growing engineering design team as an Engineering Associate I. As an Engineering Associate, you will be responsible for developing new Computer Aided Drafting (CAD) standards for the department. You will also prepare project plans and support higher level engineering staff in the development of contract documents for a wide variety of public works transportation infrastructure projects. Assigned projects may include culvert/bridge replacements, roadway widenings, bike/pedestrian improvements, and standard detail updates. Additionally, you will prepare open house exhibits and work with other divisions on project-related tasks.

Responsibilities:

  • Assists with modifications to County codes and standards.
  • Coordinates assigned activities with consultants, engineers, developers, contractors, other County departments and divisions, and outside agencies.
  • Investigates, solves, and documents field problems affecting property owners, contractors, and maintenance operations.
  • Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.
  • Prepares engineering studies and reports and performs assignments on engineering problems of limited complexity.
  • Reviews specifications and evaluates the quantity, quality, and cost of materials to be used for various projects and ensures compliance with applicable contracts and regulations.
  • Produces project estimates for time and materials and maintains related databases.
  • Reviews plans for compliance with County codes and standards.
  • Prepares requests for proposal (RFP) and requests for qualifications (RFQ).
  • Assists with the preparation of bid documents, coordinates bid and pre-bid conferences, and assists with the selection of engineering consultants.

Requirements:

  • An Associate’s Degree in civil engineering, construction engineering management, surveying, or closely related field; OR
  • Four (4) years of experience related to transportation projects that included the understanding of general civil engineering theory, principals, and methods with an emphasis on maintenance, plan preparation and review, construction Quality Assurance/Quality Control (QA/QC), road and bridge construction, and/or design review.
  • Must possess a driver’s license valid in the State of Oregon and have an acceptable driving record per Washington County policy.
