Position Title: Discretionary Advisor

Job Description:

Within this role, you will be the expert leading a central team supporting both operational property and compensation teams as well as project teams across the Major Projects (MP) directorate. You will provide expertise and advice around applications for purchase under both statutory and discretionary powers from homeowners affected by National Highways road proposals. You will also manage the acquisition process forecasting against budget on behalf of projects to ensure accurate financial management. You will work flexibly and collaboratively with stakeholders across the business, specifically liaising with our Finance and Business Services directorate, to facilitate the handover of properties once acquired either into management or for disposal. You may also occasionally be required attend exhibition consultations to act as the statutory and discretionary purchase subject matter expert.

Responsibilities:

  • Provide advice on property acquisitions under statutory and discretionary purchase powers
  • Support the Head of Property and Compensation on the programme and project management of the statutory and discretionary purchase workstream.
  • Build and manage strong relationships with both Principal Property Advisors and their teams and project managers and their teams by providing reliable, accurate and professionally-sound property advice.
  • Manage reporting, resources, planning, forecasting, and monitoring against budget to inform decision making.
  • Establish and maintain proactive business inputs to deliver informed reporting and accurate transactions to agreed deadlines.
  • Accountable for managing property projects, working under supervision of the Head of Property and Compensation.

Requirements:

  • Knowledge and understanding of statutory blight provisions and discretionary purchase powers.
  • Previous team leadership/management
  • Collaboration and stakeholder management – communication and engagement
  • Knowledge and experience of delivering projects within a property environment.
