Job Description:

Border Force Intelligence Directorate has a primary purpose of developing credible, and timely intelligence in order to seek out the illicit movement of cargo and people by identifying focused intelligence leading to better and more targeted outcomes. We keep the country safe by delivering the right intelligence at the right time to enable better interventions that will prevent harm to the UK.

Responsibilities:

  • Establish, maintain, apply, advise and provide accurate, detailed technical knowledge and practical support to Agency activities in respect of firearms materials, their characteristics, domestic, import, export and EU legislation, identification, working classification, triage, identification of relevant potential offences and firearms supply threats.
  • Commit to on-going continuous professional development to increase and disseminate technical knowledge to improve the effectiveness and credibility of the Agency.
  • Undertake professional development and contribute to firearms technical capability building across Border Force and the National Crime Agency.
  • Design, undertake and direct interventions and activities in the firearms import/export supply chain to detect criminality, test the integrity, obtain information and identify threats and vulnerabilities relevant to “lawful to unlawful” diversion of firearms, ammunition and related materials according to current threat priorities and within limits of statutory powers created for the FXO function in Customs and Excise Act (CEMA) 1979, related legislation and Agency operating procedures.
  • Design, lead, undertake and direct firearms import supply chain activity to assess integrity, deny opportunity, detect, pursue and prevent criminal diversion and exploitation. Engage in joint working and provide firearms legislative and technical expertise, advice and support to Border Force, National Crime Agency and partner agencies.
  • Conduct continuous assessment, interpretation, research and organisation of information from multiple sources concerning the import, transfer and export of firearms, ammunition and associated materials into and from the UK commercial and licensed supply chain.
  • Lead, influence and undertake joint and collaborative working with law enforcement, governance and other appropriate partners to prevent imported or trafficked firearms materials entering UK criminality in accordance with limits of legislation and operating procedures. Identify and refer appropriately for pursuit any such diverted materials and contribute to hardening national firearms governance measures to prevent exploitation by criminality.

Requirements:

  • Able to undertake resource planning to deliver effective outcomes and ensure operational effectiveness within the resources allocated
  • Have a clear understanding of information management and data integrity issues
  • Detailed understanding of import, export, domestic & EU firearms legislation & licensing.
  • Applicants should be able to demonstrate relevant skills relating to intelligence collection and exploitation gained from law enforcement, government, security, regulatory and investigatory work that might be successfully utilised in the role.
  • Good understanding of import, export & EU transfer procedures, documentation, transport modes and practices.
  • Able to develop trusting relationships with a variety of stakeholders to collaborate and ensure that their needs and concerns are fully understood and responded to in an appropriate way
  • Able to maintain the highest levels of integrity, discretion and confidentiality.
  • Applicants must be able to demonstrate a thorough understanding and recent practical experience of covert investigation/intelligence gathering techniques, including procedures and processes within the provisions of Regulation of Investigatory Powers Act (RIPA), Investigatory Powers Act (IPA), Police Act, European
  • Convention on Human Rights (ECHR) and Criminal Procedure and Investigations Act (CPIA)
  • Have a good understanding of Border Force Operational activity both in the UK and overseas
  • Good awareness of criminal use of firearms, firearms trafficking, criminal methods and supply chains.
  • Have experience of identifying, assessing and managing risk within a law enforcement/ national security/ regulatory/ investigatory environment.
  • Able to seek out and identify a range of information to identify patterns, trends and options, to solve multifaceted and complex problems
  • Skilled in setting team and individual performance objectives, monitoring performance, assessing progress, identifying emerging risks, issues and opportunities, and taking corrective steps as required to ensure that the right results are achieved.
