Position Title: Manager – Technical Systems Operations

Job Description:

The purpose of this classification is to lead and manage assigned business operations and technical support at the Division/Department level. Responsible for the alignment of department-wide business requirements through cross-Division collaboration and facilitation of business analytics which includes Enterprise Asset Management (EAM) and GIS. Work involves planning, coordinating and managing project activities and operations associated with the development, procurement, implementation and maintenance of automated business systems; developing and administering project and section budgets; supervising staff; and collaborating with other agencies.

Responsibilities:

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Functions as a subject matter expert on the principles, policies and procedures of EAM. Researches, analyzes and evaluates existing EAM Department policies, practices, and procedures to ensure they are aligned with the internal/external goals of the Department and County.
  • Oversees daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situation, and provides technical expertise.
  • Ensures compliance with applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
  • Establishes goals and objectives; develops work plans which identify major projects and services; organizes work flow; prioritizes schedules and assigns projects and services to staff. Coordinates and collaborates with IT staff and County Divisions regarding design, development, implementation, and administration/maintenance of major business areas; reviews proposed legislation to determine potential impact on current/future projects, assesses and provides input regarding the impact of project activities on County and public information systems.
  • Monitors the status and work plans of major projects and services. Reviews status reports prepared by subordinate staff; ensures projects are on schedule and within budgets; modifies work plans as needed; Confers with management and project personnel regarding project issues; and provides advice and resolves problems as needed.
  • Prepares, manages, and monitors section resources; manages capital and annual operating and maintenance budgets including section and for major software platforms(one year budget and five year forecasts); manages approved budget; monitors and approves expenditures; prepares budget amendments as necessary. Identifies the need for additional staff, equipment, and other resources as necessary.

Requirements:

  • Bachelor’s degree in Management Information Systems, or a closely related field
  • supplemented by five years of experience performing information systems development, project planning, software development and application support including Enterprise Asset Management and GIS, and support at least two of which include supervisory or team lead responsibilities
  • any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Project Management Professional (PMP) certification preferred.
  • Dependent on area of assignment/functional area, individuals filling this position may be required to obtain and maintain other certifications or licenses as a condition of employment. Certain functional areas may also designate preferred certifications or licenses.
