Job Description:

Under the direction of the Public Works Director or City Engineer, manage the work of a number of professional and para-professional personnel in the preparation and review of engineering plans, specifications, and contracts for various transportation-related and other construction projects, including federally-funded, multimodal and multidisciplinary transportation projects.   Work includes numerous contacts with technical staff, other divisions and departments, and outside organizations.   The incumbent is allowed wide latitude in developing programs, planning details of the work, and making technical decisions.  Work is reviewed through conferences, analysis of plans, programs,  reports and results obtained.

Responsibilities:

  • Primary responsibility for developing and implementing the city’s transportation infrastructure program.
  • Direct professional, para-professional, and other employees in the investigation, development, and design of a variety of city sponsored projects e.g., streets, utilities, parks, etc.
  • Perform highly complex engineering assignments under administrative supervision and make independent decisions regarding the modification and selection of engineering procedures, methods and design.
  • Manage and supervise technical and professional staff on assigned projects; schedule projects and monitor work in progress.  Function as a Project Leader on highly complex projects.
  • Make decisions independently on engineering problems and methods; represent the City in meetings and conferences to resolve important questions and to plan and coordinate work.  Write or direct others to write technical reports to document engineering analysis and findings.
  • Plan, schedule, conduct or coordinate detailed phases of the engineering work in a total program or project.  Perform work which includes complex features such as resolution of conflicting design requirements, unsuitability of standard materials and difficult coordination requirements.
  • Conduct detailed feasibility studies for proposed equipment and systems.  Review design and development plans; review cost estimates for completing the proposed projects and evaluate engineering proposals and specifications.
  • Confer with department and division heads; establish the provisions and enforcement procedures of contracts, advise professional staff concerning technical problems.
  • Review plans and specifications developed for construction projects and make recommendations for changes, upgrades or revisions; coordinate joint state-city construction projects; prepare cost estimates for highly controversial and complex projects.
  • Participate in the selection of professional consulting, engineering and surveying firms concerning short and long-range needs of the city for improved and additional public works, transportation, utilities, parks and other facilities.
  • Maintain project schedules for all assigned capital improvement projects and distribute schedules to city departments and private companies.
  • Perform related work and special projects as assigned.

Requirements:

  • Bachelor’s Degree in Civil Engineering or related field, advanced degree preferred and
  • 7 years progressive experience in the practice of civil engineering, including extensive supervisory experience.
  • Current registration as a Professional Engineer with the Washington State Board of Registration for Professional Engineers and Land Surveyors.
