Position Title: ACC Program Specialist Work Lead

Job Description:

The ACC Program Management team manages the performance of the Regional Accountable Entities (RAEs) of the ACC and oversees the implementation of RAE programs and initiatives that improve member access, reduce duplication and gaps in service and enhance quality and cost effectiveness. As a member of this team, you will be at the front line of the ACC, engaging in critical and solution-oriented conversations with RAEs, collaborating to develop strategic innovations with other HPO and Department teams, and identifying challenges and successes of the ACC at the community level to potentially translate into policy. Responsibilities:

  • Serve as section work lead for 2 or more ACC Program Specialist – Administrator III positions: prioritize and assign work, monitor services and products to ensure quality, timeliness, and quantity meet standards and deadlines for deliverables to meet work plan objectives.
  • Use qualitative and quantitative data to develop strategies to manage and drive performance in RAE contract
  • Collaborate with RAE contractor to implement and manage ACC program changes and initiatives
  • Work with RAE contractor to understand provider networks and relationships.
  • Facilitate collaborative spaces, such as Learning Collaboratives and external stakeholder work groups, to gather feedback on the implementation and progress of the ACC program
  • Bridge policy, ACC program design, and ACC operations to develop ACC program recommendations and solutions to address program challenges and reform efforts
  • Oversee at least one area of focus within the ACC program, such as payment reform initiatives, enrollment and attribution initiatives, population and behavioral health initiatives, improved provision of primary care and improved alignment between the ACC and other programs and payers
  • Communicate effectively verbally and in writing both internally and with external partners, including Medicaid providers
  • Develop project plans and processes for complex operations
  • Makes program recommendations and develops solutions to address program challenges and innovations and to support the Program Management team and other staff in programmatic and systems reform efforts.
  • Implements various payment and policy changes in collaboration with team members, other HPO sections and RAE contractors.

Requirements:

  • Bachelor’s degree from an accredited institution in a Public Health, Public Policy, Social Work, Healthcare Administration or related field AND
  • Three years of professional experience in Health Policy, Public Administration, Healthcare Administration, or related field
  • Master’s degree in Public Health, Public Policy, Social Work, Healthcare Administration or related field
  • Experience in performance management and evaluation of healthcare programs and policies (i.e. Medicaid systems) at the state, regional, community, or practice level
  • Understanding of healthcare landscape, including behavioral health at national, state, regional, and community levels
  • Experience with cross-functional project management including plan drafting, assessment and tracking, and stakeholder engagement
  • Experience communicating and collaborating with diverse audiences, including underserved populations
  • Leadership and management experience, including direct the work of others
