Job Description:

The City of Eugene has a Council-Manager form of government. In this form of government, the city council develops legislation and policies to direct the City. The city manager, hired by the city council, provides administrative direction to the organization, oversees City of Eugene personnel and operations, and carries out the city council’s direction. The City of Eugene has over 1,500 employees and a $724 million total budget. The City of Eugene is a service-oriented and welcoming organization that provides services through six departments: Central Services, Fire and Emergency Medical Services, Police, Public Works, Planning and Development, and Library, Recreation and Cultural Services.

Responsibilities:

  • Provides prosecution services at in- and out-of-custody arraignments and settlement conferences.
  • Attends pretrial conferences with defendants, defense attorneys and judges; negotiates settlements.
  • Assists with conducting specific and comprehensive analyses of a wide range of municipal court case issues; researching and drafting legal opinions and memoranda in response to defense motions; and initiating motions on behalf of the City.
  • Proposes amendments or dismissals of complaints for good cause to the Court.
  • Determines and recommends amounts and appropriateness of restitutions to be paid by defendants to victims; monitors compliance with ordered restitution payments.
  • Works closely with the City Prosecutor, Deputy City Prosecutor, Court Administrator, Municipal Judges, and contracting attorneys; advises the Municipal Court of any changes in case status, including plea negotiations, dismissals or amendments.
  • Monitors new developments in criminal case law and procedures and legislation.

Requirements:

  • Principles and practices of criminal law and procedures. Municipal Court rules, policies, and procedures.
  • City codes and state statues, with emphasis on criminal law. Principles and practices of investigation.
  • Principles and practices of negotiation and conflict resolution. Judicial procedures and rules of evidence.
  • Principles and practices of municipal government budget preparation and administration. Methods of legal research and reporting methods, techniques and procedures.
  • Principles of supervision, training and performance evaluation, if required. Modern office procedures, methods, and computer equipment.
