Position Title:Budget Analyst

Job Description:

Under direction, is responsible for monitoring and auditing assigned department/division budgets; analyzes department/division budget requests; conducts management analysis and research; develops department/division performance measurements; advises and assists executives and managers with budget and management policies and procedures; and performs related duties as required.

Responsibilities:

  • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
  • Develops, monitors and audits assigned department/division budgets such as County and District Clerk, Information Services, District Attorney, and Juvenile
  • Analyzes department/division budget requests and recommends approval/disapproval of line items
  • Conducts department/division functional area performance reviews to identify and streamline operating procedures
  • Develops performance measurements including workload, efficiency and effectiveness indicators
  • Advises and assists Elected/Appointed Officials and Department/Division Heads regarding budget and management policies and procedures
  • Researches and recommends appropriate actions on budgetary issues such as new and reclassifications positions, new programs, employee salary adjustments and reorganizations, including Commissioners Court agenda items
  • Reviews, coordinates and assists in the preparation of Federal, State and private grants with operating departments
  • Performs related duties as required

Requirements:

  • Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Business, Finance, Economics or a closely related field, and one (1) year experience in budget preparation or management analysis; or an equivalent combination of education and experience
  • Good knowledge of budget analysis and preparation; good knowledge of management analysis research techniques and performance measurements; knowledge of local government operations
  • Skill in communicating effectively, both verbally and in writing; skill in utilizing Windows-based word processing and spreadsheet software; skill in collecting and analyzing financial data
  • Ability to formulate recommendations and write reports; ability to maintain effective working relationships with coworkers, Elected/Appointed Officials, Department/Division Heads, County employees, government agencies and the general public
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to work more than 40 hours during the workweek
