Position Title: Facilities Project Manager

Job Description:

Responsibilities:

  • Develop and oversee the Facilities Master Plan for the City of Beaverton; formation of the plan and project implement the plan after approval.
  • Draft request for proposals and manage the consultant selection process in collaboration with the procurement department.
  • Develop project scope, schedule, budget, risks, and alternatives of small, medium, and large projects, both new construction and renovation/remodels.
  • Coordinate development of design criteria, technical specifications, special requirements, system requirements, quality control requirements, inspection plans, commissioning plan and/or testing plans.
  • Identify internal and external milestones and time constraints that impact schedule and critical path.
  • Conduct or coordinate financial analyses as needed for evaluation of alternatives, life cycle costs, ROI’s.
  • Develop procurement plans and develop/manage contracts necessary to conduct and support projects.
  • Identify any necessary permitting requirements, manage permitting process, and ensure full regulatory compliance.
  • Identify internal and external stakeholders and implement communication and coordination plans.
  • Manage relationships between project participants, including contractors, consultants, and stakeholders including various customer groups; design meetings, pre-construction meetings, budget hearings, various land use/council presentations all required.
  • Define project expectations and management plans and implement safety programs for both internal and contracted projects.
  • Develop and/or review design packages with the aim of coordinating issues between the various trades/partners, maximizing participation by local and COBID certified firms.
  • Maintain costs within established budgets and financial parameters; ensure cost effective decisions are made within delegated authority; monitor expenditures for accuracy; track project budgets and report out as needed.
  • Use established processes to manage, report and coordinate changes in scope, schedule, budget, and risks, coordinate the use of and/or create various project logs/records, including RFI, submittal, change order logs.
  • Ensure version control for project documentation and that the final documentation is created and maintained according to records retention standards.
  • Ensure revisions to drawings and operational procedures are completed prior to placing an asset into service.
  • Coordinate with the City’s sustainability program to ensure the Facilities Master Plan and other Facilities projects are in line with the City’s climate and sustainability goals.
  • Ability to travel as necessary to meet the needs of the position.

Requirements:

  • Bachelor’s Degree in a related field
  • Four years’ experience including at least three years of project management experience involving direction or coordination of contractors
  • Or an equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
  • Valid driver’s license and the ability to meet the city’s driving standards.
  • Ability to become CJIS certified. Pre-employment fingerprints need to be completed and cleared prior to start date, unless a reasonable and temporary alternative arrangement can be made at employer’s sole discretion. Testing process occurs within 30 days of hire.
  • Ability to satisfy the requirements of a background check and education verification, if applicable, and pass reference checks and a drug screen.
