Job Description:

Under general supervision, the Housing Specialist assists in the coordination and implementation of federal, state, and local programs administered by the city to further its community development and affordable housing initiatives. Provides professional and specialized administrative work.

Responsibilities:

  • Assist, supports, and engages administratively with community development, residential rehabilitation, down payment assistance loan/grant programs, and infill housing projects.
  • Performs work involved in general soliciting, originating, and processing direct loans made using grant funds from federal, state, and local sources; assists in the coordination of State Housing Initiatives Partnership program (SHIP) funded by the State of Florida, HOME Investment Partnerships program (HOME) and Community Development Block Grant program (CDBG) funded by the United States Department of Housing and Urban Development, and the Pinellas County Housing Trust Fund (PCHTF).
  • Supports, monitors, and collaborates in the development, implementation, and maintenance of the Housing Division’s Policies and Procedures; maintains, manages, and assists with portfolio reports, file compliance, and compliance with local, state, and federal regulations.
  • Services, manages, and monitors Housing Division loans; performs extensive clerical work in the processing, management, follow-up, and communication of loans.
  • Performs the administrative work in the development, management, and maintenance of online grant application submission system.
  • Solicits, collects, and records sub-recipient accomplishments according to executed contracts; reviews and records requests for payment, ensures such requests are compliant with applicable contracts and funding source requirements, and provides preliminary approval of payment prior to review by management.

Requirements:

  • Local, state, and federal grant funding sources: SHIP, HOME, CDBG, and PCHTF
  • Property appraisal terminology, real estate title work and legal documents used in conveying property
  • Residential and multi-family underwriting practices and procedures
  • Real property appraisal and business valuation
  • Standard business and management practices and procedures
  • Office practices, procedures, and equipment
  • Record keeping, report preparation, filing methods, and records retention
  • General office policies and procedures; computers and general office equipment
