Job Description:

The Office of Rail and Road (ORR) is the independent safety and economic regulator for Britain’s railways and the independent monitor of Highways England. We are here to ensure the rail network operates safely, reliably and provides value for taxpayers and customers. We are a relatively small organisation of just over 300 people but we have a wide range of expertise including railway engineering, safety inspection, policy development, economics and competition. The organisation has a committed and can-do culture. We’re passionate about promoting safety and value in Britain’s railways.We want to welcome a new Regulation Manager to our team to support our monitoring and economic regulation of Network Rail’s System Operator function. This is part of our broader work monitoring Network Rail’s performance and holding it to account for compliance with its licence conditions and for meeting the requirements which we set for it in each five-year planning period.

Responsibilities:

  • Undertake deep dives, small projects and support investigations as required and directed by the Senior Regulation Manager. These reviews will improve ORR’s understanding of issues and help us address concerns.
  • The role will garner support from across ORR to deliver a well-informed, cross office perspective, and ultimately develop evidence based conclusions and recommendations.
  • Analyse, evaluate and report on specific aspects of Network Rail’s activity, including leading on our monitoring of Freight
  • performance, System Operator’s investment in new technology and Network Rail’s support to national passenger operators.
  • Providing secretariat of the ORR’s internal System Operator Review Group, including ensuring the coordination of agenda items with our planned monitoring activity, stakeholder engagement and Network Rail’s business planning cycles.
  • Utilise information and intelligence gathered to contribute to ORR’s formal assessment and commentary on Network Rail’s performance, including the Annual Assessment of Network Rail.
  • The post holder will need to be able to respond effectively, proactively and flexibly to changing priorities, and work collaboratively with the Senior Regulation Manager – System Operator to ensure that organisation priorities and business requirements are met
  • Work collaboratively across ORR to ensure our work to hold the System Operator to account supports and is supported by other
  • ORR functions (i.e., Access & Licensing, Safety, Operations).
  • Develop, maintain and utilise constructive working relationships with Network Rail’s System Operator, relevant Network Rail stakeholders and functional experts within ORR.

We regulate Network Rail’s activities and funding requirements, regulate access to the railway network, license the operators of railway assets and publish rail statistics. We are the competition authority for the railways and we enforce consumer protection law in relation to the railway.
