Position Title: Commercial Strategy And Project Officer

Job Description:

The Commercial Strategy & Project Officer role sits in the Companies Management Team and the role holder will support the Deputy Director and the Senior Managers in ensuring that the Department’s strategic objectives for its companies are delivered. The Companies Management Team realise value and benefits from the Department’s commercial companies and Arm’s Length Bodies. We identify opportunities and sponsor our Arm’s Length Bodies and companies to deliver our DHSC agreed priorities.

The team oversee: Community Health Partnerships; Porton Biopharma Ltd, NHS Shared Business Services; NHS Professionals; NHS Property Services, Supply Chain Co-ordination Ltd as well as the DHSC retained estate and sponsorship of the NHS Business Services Authority.

Responsibilities:

  • Monitoring and reporting on progress against agreed objectives,
  • Developing good working relationships with senior level stakeholders
  • Reviewing Financial and Economic elements of the policy and business cases.
  • Identifying solutions to support initiatives
  • Project management of the programme including reviewing and improving processes, maintaining best
  • Providing guidance and information to trusts on the transfer of property assets within the DHSC/NHS group.
  • Supporting implementation of initiatives
    practice, and engaging and ensuring positive relationships with the stakeholders.

Requirements:

  • Ability to work in multi-functional teams in a matrix environment and across team boundaries, taking responsibility and ownership for areas in the portfolio
  • Experience in process improvement and developing solutions to support process improvement which may have been developed in a public or private sector organisation
  • The ability to influence others, and strong interpersonal and team-working skills.
  • The ability to manage complex and competing priorities within agreed timescale and quality parameters.
  • Ability to weigh up a number of factors to produce constructive ideas and solutions, exercising discretion to make decisions
  • Experience in developing and supporting policy
  • Having, or having the ability to develop, a strong understanding of commercial issues including the commercial drivers that will influence a private sector organisation and the levers that can be used in negotiating/influencing solutions or contractual arrangements.
  • The ability to interact confidently and effectively with internal and external senior level stakeholders
  • Understanding of the accountability framework for the delivery of public services
  • Strong organisation and project management skills
  • Understanding of the budget management process and financial awareness
  • Demonstrable experience in having worked with senior stakeholders of different organisations working collaboratively
  • Ability to use and interpret numerical and financial data.
