Job Description

For each project, or portfolio of projects, you will take responsibility to ensure delivery is achieved on time and to budget. Your expertise in planning, estimating, budgeting and managing costs will drive smarter working into everything we do and accelerate our growth. You will apply your skillsets to adopting established processes and systems to enable the delivery of projects under NEC forms of contract.

Responsibilities:

  • Participate in project reviews and audits and conduct self-assessments of the cost management arrangements to ensure compliance is achieved with company/client procedures.
  • Instigate and lead independent project and contract performance reviews
  • Coordinate the production of high-quality ITT documents, including collation of Works Information and other contract documents.
  • Support the Project Manager in managing the tender assessment process, review and any negotiations with the Contractor.
  • Provide pretender estimates to support tender cost analysis, analyse tenders and issue recommendations, using relevant standard method of measurement (NRM2, SMM7, CESMM3, etc.) and with supporting documentation.
  • Use of company/client tools and systems to produce estimates and manage the costs and contract.
  • Validate and interrogate supply chain data to assist in accurate cost forecasting and trending and work with the supply chain to understand variances, drive cost accuracy and timely and accurate reporting.
  • Responsible for putting in place appropriate cost control and managing the overall budget, work with the project team to ensure cost capture requirements are in place.
  • Perform all post-contract cost activities primarily utilising the NEC form of contract e.g.:- evaluate monthly payment applications, raise payment certificate, assess Compensation Events and Early Warnings, assess and recommend acceptance / rejection of schedules, review of pain/gain share, review and assess and make recommendations for final account submissions.
  • Work closely with Contractors assessing and tracking their expenditure against the schedule/programme.
  • Responsible for monthly reporting and liaising closely with the Project Manager and other senior stakeholders to inform them of updates to forecasts.
  • Use of company/client contract management system to support the tasks above and general administration of the contract.
  • Provide reliable and consistent estimate to completion and expenditure (Actual Cost of Work Performed) based on Value of Work Done.
  • Support the project team in reviewing contingency and management of risks
  • Support value engineering process through review of scope and cost

Requirements:

  • Ideally experience working as a quantity surveyor within a regulated/civil sector, i.e. energy, water, utilities, highways, rail, etc.
  • Bachelor’s degree or equivalent in a relevant discipline.
  • Attainment of, or near attainment of, relevant professional certification or chartered status .
  • In-depth technical knowledge of specialised field, including construction processes and cost and commercial management.
