Position Title: Senior Planner

Job Description:

The Senior Planner will serve as the project manager and technical expert in transportation planning and policy. Duties include conducting research and leading planning studies and projects; developing proposals to update the Transportation System Plan, the Active Transportation Plan, and other comprehensive and long-range plans, policies and programs; representing the department in inter-agency, local, regional and state planning efforts; and leading decision-making processes that place a high value on community engagement and equity.

Responsibilities:

  • Develop proposals to amend the Comprehensive Plan and Development Code, the Transportation System Plan, the Active Transportation Plan, and other policy documents and plans, including the development, scoping, scheduling, budgeting, monitoring and overseeing of work programs for the project.
  • Represent the department and participate on committees, subcommittees, advisory groups, councils and boards that deal with local and regional issues in assigned areas of responsibility, including the Washington County Transit Study and the 2023 Regional Transportation Plan update.

  • Work collaboratively with the Public Works Engineering Division on projects, program, policies and planning initiatives.
  • Make recommendations and present reports to the Mayor and City Council, the City Manager, the CDD Director, Planning Commission, and other boards and commissions.
  • Explain city positions, policies, procedures and regulations on planning matters, including presenting technical information to non-technical audiences.
  • Ability to travel as necessary to meet the needs of the position.
  • Operate under general supervision and guidance from management, using significant discretion and exercising independent judgment, problem solving, and initiative to develop timely solutions to complex problems for consideration by department leadership.
  • Assist in creating a positive and supportive work environment with a culture of teamwork and communication.
  • Keep informed of new regulations, pending legislation and trends in planning and transportation that impact department programs, projects, and processes.
  • Provide responsive customer service at the counter, via email and by phone, as well as in meetings, to those making public inquiries.
  • Lead consultant selection processes, including identifying candidates, preparing Requests for Proposals, convening interview panels, and recommending selection of consultants.
  • Serve as project manager on transportation planning projects, including the most complex and politically sensitive assignments.
  • Prepare and coordinate funding proposals and applications, including applications to the Transportation and Growth Management program for the Transportation System Plan Update.
  • Conduct and facilitate public meetings, workshops, open houses and community and technical advisory committees.
  • Manage consultant contracts, including coordinating and reviewing work of consultants and other staff, and authorizing payments.
  • Perform duties outlined in the Planner, Senior class specifications and other duties as assigned.

Requirements:

  • Focused on ensuring equity in planning and leading meaningful public engagement
  • Passionate about active transportation, transit, complete streets, and community building
  • Bachelor’s degree in urban planning, geography, public administration, landscape architecture, architecture, transportation planning/engineering, or related field
  • Well versed in applying traffic impact analysis and transportation modeling
  • A superb communicator verbally, visually, and in writing
  • A project manager with demonstrated success scoping projects, managing consultants, and delivering projects on time and within budget.
  • Self-motivated and organized
  • Experienced in applying policies and regulations — including transportation policies and regulations — to real world projects
  • Accustomed to working in a political environment and with a wide variety of people, including people from historically underrepresented communities
  • Knowledgeable about the principles and practices of transportation and land use planning at the city, county, regional and state level. Oregon experience is a plus.
  • Experienced in planning for denser areas such as downtown environments
  • Five years’ progressively responsible experience, including one or more years of supervisory or lead experience
  • Certification from The American Institute of Certified Planners (AICP)
  • A problem solver that both gets the “big picture” and is attuned to technical details
  • Or an equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
  • Valid driver’s license and the ability to meet the city’s driving standards.
  • Ability to satisfy the requirements of a background check, including education verification, and pass reference checks.
